Orasis1's suggestion works for me. Just remove the
/.config/xfce/desktop/menu.xml file and restart. I'm a major newbie so
it took me a while to figure out you must have the . (dot) in front of
config to navigate there. Good luck.

The exact same thing just happened to me. I was moving the panels
around and I decided to add a third panel just to see what would happen.
That panel was empty. But since then the "Applications" menu is empty.
Anything I can do short of re-installing?

I experience this very same thing, except mine is random at times. - I
go to sleep leave my computer running, and when I come back the XFCE
MENU no longer has any options, and right clicking on the desktop does
not work either.
