As of xenial, with version 1.3.0-1:
$ dpkg -L php-mail | grep /build
$
Looks like the problem has been resolved. I didn't see a specific
mention of this in the changelog, but 1.2.0-3's changelog entry mentions
several cleanups so may have been fixed there.

Just for the record, this is specific to the Ubuntu build. The Debian
build doesn't have this directory.
