Perhaps there is also a blug in blueman (which I don't use myself) ?
Have you tried with gnome-bluetooth?

Just FYI, when I right click on blueman and then turnoff, I can't do turn on
anymore (or even the "sudo hciconfig hci0 up") unless I reboot.

hciconfig showed the adapter was down
hciconfig
hci0: Type: USB
BD Address: 00:1D:60:4D:25:B2 ACL MTU: 384:8 SCO MTU: 64:8
DOWN
The command "sudo hciconfig hci0 up" fixed that.
I'm happy this is fixed.
