Thanks for reporting this bug and help to make ubuntu better. Can you
try with the new beta 1 of lucid (coming in some hours)? This will help
to see from where the bug comes from.
PS: installing netbook-launcher on top of 9.10 wasn't supported. It is
now as of 10.04 will be out.

I have this problem as well. Maximus is on, and the desktop is turned
off (I can not right click it and my icons are hidden) and netbook-
launcher is in start up, but it never appears.
This is UNR theme installed on top of Ubuntu 9.10
