I had the same issue, it's usually unnoticeable with KMS due to how fast
VT switching is, but it actually does VT switch on suspend at the kernel
level. If you have an external display connected or one of the pm-utils
hooks is taking awhile to complete for instance it's a lot more
noticeable.

I'm confirming and shifting to linux. This happens with kernels from
Karmic's version upward to 2.6.34. pm-utils doesn't do any quirk, but
i965 internally shows tty1 for a brief moment before
suspending/resuming. If suspend/resume hangs at the kernel level, then
it hangs showing tty1.
