Ok this is fixed now with the latest gnome-system-tools.
In the "General" tab of System/Administration/Network you now have an
checkbox to enable or disable avahi.

I think for now a debconf question and a small application for
enabling/disabling it in System/Administration is the best until we find a
better solution.

joe - this has been the topic of long debate between the ubuntu guys
DHCP and DNS currently have 'policy exceptions'
the responsible people currently do not feel avahi can be granted such
an exception at this stage.
enabling by default is not an option, we simply need to determine the
'best' way
I'm planning to add at least a debconf setting for this...
I'm not at all happy with this currently so if someone wants to write a gnome
settings application that can enable/disable/one-time-enable avahi-daemon I
would be very happy :)

I beleive this is planned but not yet done, i knwo the kubuntu guys are
working on it, not sure if anyoen else is doign it in gnome but I would
certainly be interested in looking at it.
That said I really don't like the whole /etc/default thing as it stops
you from even one-time starting avahi
