The distributed binary is all that is needed. If it is known as
"unpigz", it will unpack the archive, otherwise it will create it.
A simple workaround is:
sudo ln -s /usr/bin/pigz /usr/local/bin/unpigz
However, I disagree that this is a "wishlist". Vital functionality is
missing from the package
Bug is marked as "wishlist". When you check official man page for pigz
(http://www.zlib.net/pigz/pigz.pdf), you will see that command unpigz is
described there. This official man page was the trigger to realize that
unpigz command is missing in Ubuntu.

There is pigz program to compress files but I miss unpigz program to
- uncompress archoves.
+ uncompress archives.
pigz should be replacement for zip and gzip
- unpigz should be replacement for unzip and gunzip
+
