Not exactly a software center bug. I can reproduce this bug when I start
rhythmbox for the first time then click on music store it says no codecs
installed I click install button and the dialoug box is unfocused. Hence
a policykit bug IMO.

The Install button in the list of softwares is inaccessible.
Works perfect in the following manner.
1. Select any of the software.
2. Hit enter.
3. Navigate to the Install Button read as 'Button'.
4. Hit enter.
5. Authentication dialog is appearing with proper focus.
