Thanks for filing this bug and making Ubuntu better. At the moment, a
sync/merge with Debian of fpc (the compiler) and lazarus is in progress,
see bug 525523. When fpc is updated, but lazarus isn't the bug you filed
is expected. Please be patient until lazarus can be merged and this
issue is solved

I have just upgraded my Ubuntu to 10.04 a3, and lazarus was removed during the
upgrade.
I tried to install lazarus-ide package, but it depends on fpc-abi-2.2.4+fcl240
package, which does not exist in repository (I have all repositories enabled).
