I made a fresh install of Ubuntu 9.10 and installed minimal system with
SSH-Server. After update of all installed software i executed a "do-
release-upgrade -d" and i had the same issue.
The Workaround in Bug #514012 worked also for me...

While trying to upgrade from the most recent Karmic server installation
to Lucid today, I also encountered this error.
I was able to work around this issue by first installing 'libplymouth2'
from Lucid and then re-running 'do-release-upgrade'.

SystemError: E:Couldn't configur
As libplymouth2 has only trivial dependencies, I don't think this is a
plymouth bug. Reassigning to update-manager.
