The Gnome session displays the exact same behavior.
Odd additional observation: The blinking stops (after a few seconds)
when accessing Ubuntu menu (to log out, restart etc). It doesn't start
again until a key is pressed. Any key. Shift, ctrl, alphanum...
anything.

Try to get back to gdm (logout) and choose "gnome" as a session into gdm.
If you still get the flashy thing, the bug is either in Xorg or gnome-
panel if only the panel is flashing (respawning to be correct) and
should be filed as a separate bug report.

I tried Lucid Alpha3 and the netbook-launcher issue is fixed. The
release is completely unusable, however, as EVERYTHING except netbook-
launcher flashes white several times a second (weird random-seeming
blinking). The netbook-launcher displays perfectly, no dead areas,
nothing.

Can you please try the lucid version (even on a usb stick) to confirm
it's still the case? seems that xorg have been fixed in that version.
