Nothing to do here, libtheora has been updated to 1.1.1 in Lucid and
chances to get it backported to earlier releases are slim to none.

For all who are going to search for this issue the debian packages work
perfectly on Ubuntu, i have installed libtheora0 and libtheora-dev. But
since it's going to be in Lucid anyhow i'm pretty happy.
P.S. Encoding quality is significantly better indeed.

The karmic release was in October and therefore to early to get Theora
1.1.1. It is currently in lucid and will therefore be in the next
release which happens to also be an LTS.
I don't think this would qualify to be pulled back into karmic or
anything earlier.
