the applet is a container like the notification area is, only the
messaging indicator was there before but the notification area are being
ported to the new system and you get lot of others icons there now

That would be a strange decision, what do these two have to do with each
other? I use neither evolution, nor gwibber, so I don't need indicator
applet, but I definitely would like to have a volume applet on my panel.
