Yes, this was an accidental line removal in Debian. I'm uploading a
debdiff which restores 01_fix_restricted_test-server_option.dpatch to
its proper state.
This debdiff also modifies XSBC-Original-Maintainer, to reflect the
current Debian maintainer.
Note that Debian has fixed this issue in rdiff

Haven taken a closer look at the issue I think I have got it pinned
down.
In rdiff-backup 1.2.7-1ubuntu2 (jaunty) the patch
01_fix_restricted_test-server_option.dpatch was added, to fix bug
#349072.
In the Debian version rdiff-backup 1.2.8-4 a reimplemented version of
the same patch was included,
I can confirm this problem using rdiff-backup 1.2.8-5ubuntu1 with the
parameter --test-server.
