I think it might work if you use ; for comments, try it if you want to.
I honestly don't know why the program was setup that way, you'd have to
ask the people who made it. Please check with their website or
documentation for more information. I'm sorry but we only deal with bugs

But the fileserver.conf packaged with puppet has # comments... I was
just trying to follow by example, as the puppet.conf manpage doesn't
indicate how to put comments in the file at all... Will ; work for
comments, as is normal for INI files? It seems # is the proper way for
fileserver.conf and
That .conf file uses INI style formatting('#' are not comment headers)
as you will note in the puppet man page.
