now I managed to open system packages and its fixed but the scrolling is
too slow due to large number of packages.

Confirming, indeed the main page now show characters in a different
language. To me it seems to be Thai.

Since software-center 1.1.15 the system packages category itself is also
displayed in non-western characters. It will thus be noticed by a
greater amount of users.

open software center and go to system packages and scroll to the end and
you will see there are a number of categories that are in another
language.(tried on two systems)
