Templates are optional, you can have your own template without the
ubuntu-application one. You can list templates available with quickly
commands and quickly --version. That's why the ubuntu-application
template is only a recommends and not a dependency.

I can confirm this bug, you only need to install it without recommended
packages:
$ sudo apt-get install --no-install-recommends quickly
$ quickly create ubuntu-application foobar
ERROR: No create command found.
Aborting.
$ quickly --version
Quickly 0.4.3
Python interpreter: /usr/bin/python 2.
Seems that the recommends between the core and ubuntu-template has been
a little dizzy so. :-)
Perfect consequently, do not hesitate to ask if you encounter any issue.

I installed quickly from lucid repositories (latest version).
i got the problem now: I had only installed quickly, but not
quickly-ubuntu-template . i don't know how this could happen because quickly
recommends quickly-ubuntu-template.
i deinstalled quickly and installed it again and then quickl

How did you installed Quickly? with the lucid package?
Can you please try $ quickly commands
as well as:
$ quickly --version
I set it as Incomplete while waiting for those additional information.
