To answer your question: It seems to me that given how many distros are
based upon Ubuntu, making things easy to rebrand makes the most sense
for everybody. There is no particular reason printer test pages need to
be branded at all, regardless of what the distro branding is.

Why would this be a bug in Ubuntu? This is part of the Ubuntu branding.
Downstreams are free to changing to their own branding as required , the
same way we change branding from gnome.
