I've narrowed down the issue to indicator-session and every other manual method
of suspending/hibernating that does not use the sleep hotkey bypassing
gnome-power-manager when suspending or hibernating the system, since they all
now talk to DeviceKit-Power directly.
As Chris Coulson mentioned in I

When resuming from suspend or hibernate, the screen remains blank until
a key is pressed or the mouse is moved. There is no indication to the
end-user that the system to ready for them to continue.
