Turns out this is partially a duplicate of [[41427]]; I had
inadvertently activated slow keys. In addition, there's another bug:
when adding a new USB keyboard when Slow Keys is activated, the new USB
keyboard doesn't honor the Slow Keys setting. In my case, this made my
new keyboard actually use
A bit more info: this persists through reboots; the keyboard works all
through the splash screen (caps lock flips on and off), but then as
plasma (and a bunch of other kde components) start, it breaks down.

Some more info: if I click and hold a keyboard key with repeat keys on,
the repeated key will work. So, clicking the down arrow doesn't do
anything for the first 1 sec (my click and hold threshold), then starts
going down continuously. The same for any other key.
