I am not able to reproduce this problem using Ubuntu 9.04 Jaunty
Jackalope and Evolution 2.26.1.
When I open Evolution and attempt to reply to the "Welcome to Evolution!"
message, the reply message contains the text:

I can confirm this: By modifying /etc/environment to use en_CA.UTF-8 as
the locale, I get the -dd-mm date behavior in Evolution.
Funnily enough, I get the correct date behavior (-mm-dd) if I set
locale to en_US.UTF-8.
