Now eog also fails to get focus with the focus prevention level set to
low, but it still pops up.

Under Ubuntu 10.4 I tried opening a few programs from the terminal:
eog, gedit, file-roller, gcalctool, gimp and ccsm all pop up, but don't get
focused and flash on the taskbar instead. Evince gets focused.
When opening documents from nautilus eog, gedit, gimp and file-roller
get focused properly
The problem also occurs when opening eog from gnome-terminal. I solved
it by reducing the focus stealing prevention level in compizconfig
settings manager.
I also spotted this problem on openSuse under KDE 3.5.9 (with kwin as
window manager), when opening eog from either konsole or konqueror. I
