Changing lock directory fixed it. Bug closed.
Strange - I have been running that same version of smb.conf (attached)
since 8.04 without issue but it was originally imported from a Solaris
system which had a manually-configured Samba build (3.0 I think).

Could you attach your smb.conf to the bug ?
>From the logs it looks like you're running with "/var/samba/lock"
instead of "/var/run/samba" for the state directory, which makes it
difficult to find /var/run/samba/messages.tdb. The locale-langpack thing
is a red herring.
