Apologies for the false alarm. The problem is not in distributed emacs
at all but rather in personal code. (I've been carrying around a copy
of vc-svn.el since before it was included.)
I'd mark this bug as "not a bug" if I could see how. If you know how,
please feel free to do so.

using "apt-cache policy subversion" and "apt-cache policy emacs23".
Are you able to reproduce this with emacs -Q? (If not, there might be
something in your .emacs which causes this to break.)

Actually the attached Dependencies.txt reveals this much:

Can't reproduce this either. Can you provide complete steps to reproduce
this? What I did on a fresh lucid vm was:
mkdir SVNREPO
svnadmin create SVNREPO/emacssvn
mkdir checkout
cd checkout && svn checkout file:///home/ralf/SVNREPO/emacssvn
cd emacssvn
# populate repo. just to be sure...
echo "hell
