This works fine for me too, I can download this file without problems.
The most probably is that was a conectivity problem in your local
network or with your ISP. If this problem is still affecting you,
reopened or create a new report and inform to ubuntu mirror admins.

This worked for me:
Terminal
sudo gedit /etc/apt/sources.list
add or uncomment
deb http://archive.canonical.com/ubuntu jaunty partner
deb-src http://archive.canonical.com/ubuntu jaunty partner
changing jaunty to your release if different
Save and close file
Terminal
sudo dpkg --configure -a
I also have updated the kernel to the latest version let me check it
with the earlier versions of kernel if it is working or not..

I just reinstalled flashplugin-installer 10.0.42.34ubuntu0.9.10.1 (from
karmic-security/karmic-updates) and the download worked without any
problems.
