Yes, running byobu-config outside of byobu works. It's just that the
config menu after pressing F9 does not work. Whenever I hit ENTER it
throws me out.
I tried to get a gdb backtrace but all I got was:
(gdb) run /usr/bin/byobu
Starting program: /usr/bin/python /usr/bin/byobu

Would you please run "byobu-config" outside of byobu and screen?
Hopefully there's a python backtrace that you can copy and paste here.
