it needs:
echo low > /sys/class/drm/card0/device/power_profile
echo powersave > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

I have finally narrowed down what triggers the bug:
Because of buggy toshiba bios, independent of acpid version, if a suspend keeps
a long time(seems to be in the order of hours) when the pc wakes up, the fan
works for a while at full speed even if the cpu is cold. It then keeps the fan
working
dmesg output after a successful resume (with fan off) after looking at the log,
it seems to be a bug, not a feature :)
when the cpu gets hot, the fan works.
