Chris, notifications have an urgency level associated with them. That's
what defines which one should appear first in the case one is triggered
when another is already being shown.

I'm not entirely sure I understand the nature of this bug. I've never
known there was a mechanism by which a notification's urgency could be
set and in my day-to-day use of Ubuntu, I've never noticed any
difference in the type of notifications I get. The screenshots provided
