I can reproduce the problem now:
Because I use the "Check Mail" button much more often than the "New Message"
button, I wanted to have this order in the toolbar:
Check Mail | New | ...
Therefore I removed the "New Message..." button from the kontact main toolbar.

Kontact. I am not able to reproduce the problem. Every time I start
Kontact the "new mail" button is available in the toolbar.
