No, KDE networkmanager is broken :)
Ubuntu Gnome Network Manager works correctly.
Simple workaround in KDE/Kubuntu:

Kubuntu and Ubuntu using same kernel, I know.
I believe this is not kernel problem.
KNetwork Manager is not working correctly.
Using Ubuntu live cd and "gnome environment" and works,
but KNetwork manager does not work "KDE 4.4 & Kubuntu 9.10".

I suspect this may be related to:

The last comment on the above bug states that it has been fixed. If this
is really true, why is not working on kubuntu? Underlying 2 both distro
should be the same kernel?
