I was finally able to fix this via BIOS. How & when my BIOS got changed to lower the max frequency is a mystery. I had to go in to the BIOS pages related to OCing info (I never touched these, b/c I did not want to OC), but that's where my Frequency multiplier had been lowered (from 12 to 9). Oth
