Not sure if mine is relevant, but after installing a new machine it
fails to boot because mountall fails to mount /dev/pts, and dmesg shows
"devpts: called with bogus options".

Your mount output really does not look like mountall is running at all.
mountall doesn't put fancy names for the first part of the filesystem in
/etc/mtab, it leaves them as "none", e.g.:
/dev/sda1 on / type ext4 (rw,errors=remount-ro)
none on /proc type proc (rw,noexec,nosuid,nodev)
none on /sys
Bug 332517 sounds vaguely similar, but the symptoms aren't exact.
