* Move the network-cable test from /etc/network/if-pre-up.d/ to
/etc/network/if-up.d/ so that it can behave properly and warn the sysadmin
once the network cable is up.

Must correct myself: It indeed was part of debian-goodies before (back
in 2006/2007), but since ifupdown-extra version 0.8 it is part of
ifupdown-extra. It was removed from debian-good
