I get sound, and the person who is connecting appears in the indicator-applet
menu, but I get no bubbles.
Maybe this is the expected behaviour (only bubbles for conversations, contacts
connecting appear in the applet), but I find this is confusing and unexpected :

What sort of notification are you talking about exactly? notify bubbles?

I use MSN and Google Talk.
Notifications in general work, and I get notifications when a contact starts
talking to me. The problem lies in the fact that I don’t get notifications for
contacts going online (on neither protocol), although that setting is checked
in the Empathy preferences.

I don't think that is the reason, or at least not the only one. I NEVER
get notifications for contacts going online, not only MSN contacts but
also Google Talk (Jabber) contacts.

This is because MS recently changed their way to notify the
onlein/offline status changes. I had the same issue with the program
called emesene, but the fix is released in the latest development. For
anyone is interested, it can be download by running:
bzr branch lp:emesene
