Confirmed, I was using the 'presentation mode' (which does not trigger
this issue) as F11 did not work (shortcut seems to be --F
for my setup)

The steps I follow are in the bug report...
the only thing I can say is that I do fullscreen with f11. NOT MAXIMIZE.
Is this what you're doing?
1. open a document in okular
2. make it fullscreen (f11)
2a. leave it open.
3. open another document in a new okular window
4. see that it is op

I still cannot reproduce your issue... Could you try to provide additional
details in order to reproduce the problem? Type of document (maybe a (example)
document that triggers the problem, if it is document specific). Exact steps to
trigger the problem? etc?

changes in Ubuntu since that time you reported the bug and your problem
may have been fixed
