I just got the same error again. I logged out of gnome into LXDE then
back into gnome. and voilà

Thank you for your bug report. The issue is an upstream one and it would
be nice if somebody having it could send the bug the to the people
writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME)

I duplicated this by:
- starting gnome-shell with "gnome-shell --replace"
- starting gtk-recordmydesktop
At this point the top bar disappeared. Started gnome-system-monitor to
kill gtk-record-my-desktop. Desktop recorder stopped, but the bar is
still missing.
Dunno why, but I attempted "gnome-
