I've changed the affected source to util-linux, as the policy for fsck
is defined in /etc/fstab, which is part od mount package, which is
sourced from util-linux. Since this behavior is the policy and thus
intended and not a real bug, I think your should make your suggestion at
http://brainstorm.ub
