Actually, I don't agree that this is a bug. You can set custom keyboard
shortcuts in gimp so you could set this up to work the way you wanted,
_or_ you could use the numeric keypad for _different_ commands.
In any case we would not make an Ubuntu-specific change to fix what may
be considered a def

Literally the upstream bug is for the + / - keys, and is fixed.
However for me neither of these three (+, -, 1) works on numpad. x86,
Feisty.
