I experience the same problem. When logging in the recent documents list
is empty. After opening a document via nautilus the list is again filled
with the last 10 opened documents.

Same here. Sometimes, the Recent documents list is cleared, and it goes
back when a new item is added in it by the system.

The same happens to me since breezy.
The recent documents gets populated after you open a file from nautilus.
In a ltsp server with dapper, the list is cleared again after some time
until you open some file again. In this case I'm using a nfs mount as
home for the users.
