We just discussed this issue at the meeting, we felt that adding
virtually another toolbar to the UI wasn't really practical for smaller
monitors.. 15" and below.. It is easily possible to change this by using
the Customise menu.. We will probably review this in the nearish future

But what about the rest of Firefox? Why do the buttons in Firefox not
match your Gnome or KDE theme?
In OS X or XP, the buttons in your browser correlate to theme you have
chosen... see my ubuntuforums thread here:

Not only should the toolbar match
It is indeed an issue, there is an option to change this in the
Customize menu. I am going to add this to the Mozilla Team Meeting
Agenda and we will make a decision in time for Feisty hopefully.
