The kernel does not keep the command line for a proc internally. When
it is read from /proc//cmdline, the kernel actually maps that pid's
address space and copies the command line and returns it to the reader.
There is no size check. Whatever the exec started with is what is sent
back. Any limit

I am not sure about the "linux"-kernel tagging of tihs item, it looks
like a simple application item to me, especially as there is a fix
already checked in at KDE-SVN for ksysguard...

I can confirm this bug on Feisty. Looks like all process names are
truncated at 15 characters. This problem also appears in "top" so this
isn't really a kde problem, but I don't know where the problem lies.
