I've tested this with openSUSE 11.3 M7 (Linux 2.6.34) and the bug
doesn't appear there any more, USB works with full speed. Kubuntu 10.04
with Linux 2.6.32-22 still suffers from this problem.

I have this problem on a 2005 laptop. USB 2.0 worked fine for several
years, but today I noticed it doesn't work in Karmic:
