Sorry Bryce, I can't answer that one. The machine having this problem
had a failed update that resulted in a reinstall. With the reinstall
and latest updates desktop effects can now be enabled.

I wonder if it's related to bug #301261. It's mentioned the same cause
could prevent compositing from working and I also suffer from that bug
as well.

I can confirm this on 945GM using kwin so that rules out compiz being
the cause.
