In 3 years of using Ubuntu, I never knew you could do that. Since there
is a high chance this won't be fixed any time too soon, I think it would
be a good idea to convert this to a question for the sake of the
minority of other small screen users, so that at least some help can be
found. Thank you

Replying to your first comment, for any window, you can push them over
the gnome panel to access the Next button by Alt+Dragging. This lets you
move windows around from any cursor position on the window, not only the
top.

to be installed on netbooks with 1024x600 screens (not much bigger) and
some dialogue boxes will probably be unmanageable.
