There are two tabs. A tab called language and text. The number and date
format option is on the second "Text" tab. (I translated the tab names
from Dutch so the names might be different).

Sorry, but where is this number setting (#6)?
In System > Administration > there is a : "Language Support" but it
offers only a language setting.
