In Hardy, there is no help button in
System -> Perferences -> About me
so that issue seems to be gone.
There is no gnome-network-manager either in Hardy.
But I checked network-admin and gnome-network-preferences (the proxy
setting-dialog) and in both the help buttons work just fine.

The help button in
System -> Perferences -> About me -> help
Is still broken in Feisty.
The other button I do not know because I can not find "Keyboard
Indicator Plugins". I am not sure about the network-manager as well
because names keep changing with every upgrade.
