You only have one panel window. That window shows on all desktops. There
is not a separate panel window on each desktop. Therefore you cannot
have compiz showing two desktops and see a different window list on each
desktop. It is simply not possible because the panel you are seeing on
each desktop

This bug is about the window list not updating until you finish
switching desktops. This bug is not possible to fix as gnome-panel only
has _one_ window that shows on all desktops so you can't show two
desktops on a cube and h
