I changed the value of the key toolkit.network.manager.disable to false, but
offline status is still not synchronized with NM.
Are you using Ubuntu Maverick or any other Ubuntu version?

There is a config option toolkit.network.manager.disable that is true by
default. I've just set this to false and now the offline status is
synchronised with network-manager's. Let's see how this goes.
