This happens because Evolution makes POP accounts by default receive
mail directly in the main "Inbox" folder, rather than create a new
folder for them like it does for Imap.
Evolution indicator can't find the mbox URL in it's list of accounts and
therefore it can't show the new mail notification.

Same here in karmic using gmail and imap. I tried on several computer,
and get the same issue evrywhere

My GNOME version - 2.28.1
Evolution version - 2.28.1
Icon Theme - standard for Ubuntu 9.10.
Evolution setup - standard, just typed pop3 settings, no more changes in config.
Indicator doesn't react, there is no notification of any kind.

standard theme that this bug still occurs?
If you're using a different icon theme, can you specify which one you're
using?

How should it react? I don't see any reaction, but I don't know what I'm
supposed to look for.
Ideally I'd get:
- Notification popup with From and Subject fields, and what folder they're in
- Count of new messages in folders
- Summary of what folders have new messages
and
- Means to configure w

Yep. We are 4 months after releasing Ubuntu 9.04 and E-mail client
can't notify about new mail.
