Bug 356702 is not just about the "dragging" message but about any window
switcher tooltip that sticks. As for the window list argument, dunno if
this is the same problems as the one in the workspace switcher.

It's not a duplicate, it's a different bug. We're reporting the standard
tooltip (the window title text) persisting over the window list and not
"click to start dragging...", an issue which i've never encounte

steps to replicate:
1) configure window list to show windows from all workspaces
2) open some window on workspace 1
3) switch to a different workspace
4) click on window list entry for window on workspace 1 ensuring that you DON'T
cause the tooltip to appear (ie don't hover long, just click!)
